In the framework of the project “Implementing the eco-industrial park initiative towards sustainable industrial park model in Vietnam”; The Ministry of Planning and Investment has coordinated with the United Nations Industrial Development Organization (UNIDO) to organize a training course “Use of the global environmental facility (GEF) tracking tool to document project’s achievement”, which took place on March 28-29 in Hanoi.
The training course was conducted by Mr. Heinz Leuenberger – Chief Technical Advisor of Ecology Industrial Park Project and Mr. Carlo Lupi – UNIDO Counselor. Attending the course are the members of the Board of management of the project; the representative of the Board of management of INDUSTRIAL PARK and infrastructure company in 3 pilot INDUSTRIAL PARK in Can Tho, Da Nang, Ninh Binh; representatives of the central agencies and research institutions have co-operated with the project. The main objective of the training course is an introduction to the project and the results achieved; about the GEF’s policies and priority areas; introduce and practice using results monitoring toolkit for GEF-funded projects.

In the opening of the training course, Mr. Dong Tran Duy – Director of the economic management-project manager welcomed the presence of representatives of the central agencies, research institutes; the representative of the Board of management of INDUSTRIAL PARK and infrastructure company in 3 pilot INDUSTRIAL PARK in Can Tho, Da Nang, Ninh Binh to attend. According to him , the Global Environment Facility Monitoring and Monitoring Toolkit (GEF) is used to monitor and monitor the results of project activities under the Environmental Benefits Framework. Global. However, in Vietnam, the toolkit is still not widely known and effectively applied in the design and implementation of the project. This is reflected in the fact that the main outcomes of the project are not accurately quantized nor linked to the focus areas of the GEF. Currently, the evaluation of results of GEF-funded projects is done by international experts. Accordingly, in an effort to increase the capacity to plan and implement eco-industrial park initiatives for Vietnam, the course will introduce participants how to use The Toolkit in each specific field manual and toolkit based on the results of the project have been achieved. Through this, the Ministry of Planning and Investment expects the trainees can pratice evaluating project results in the future.

Speaking at the training, Mr. Heinz Leuenberger said the GEF monitoring and monitoring toolkit was developed in excel format aimed at tracking and monitoring by quantitative method results of activities of the project under the frame of global environmental benefits. Among the priority areas of the GEF, the GEF, the criteria of closely related projects, is reflected in the project results framework and the GEF evaluation policy. Meanwhile, the project “Implementing eco-industrial park initiatives toward a sustainable industrial park model in Vietnam” is a multi-disciplinary project in three of the five priority areas of the GEF: Climate, Global Water Strategy, and Chemical Strategy. Accordingly, the evaluation of the results of this project will require a quantitative, accurate conversion process that details the donor’s objectives; Through that, there is a plan to adjust and implement appropriate to complete the set out.
The practice of using The monitoring tool
Over the course of the two-day training, participants learned more about the basic concepts of the Environmental Benefits Framework, the quantified methods of implementation and the exchange of project results in the focus areas of the GEF. After the course, Mr. Heinz Leuenberger – Chief Technical Advisor of the project, expects the trainees to self-assess and develop solutions to improve the effectiveness of the project implementation in the future. At the end of the session, Heinz Leuenberger and Carlo Lupi also presented certificates to the trainees on behalf of the Project Management Board.
