Eco-Industrial Park Initiative for Sustainable Industrial Zones in Vietnam

This publication introduce the project “Implementation of Eco – industrial park initiative for sustainable industrial zones in Vietnam” has been implemented by the Ministry of Planning and Investment (MPI) and the United Nations Industrial Development Organization (UNIDO) since October 2014 in pilot industrial zones: Khanh Phu & Gian Khau (Ninh Binh), Hoa Khanh (Da Nang) and Tra Noc 1&2 (Can Tho). The project aims at increasing transfer, deployment and diffusion of clean and low-carbon technologies, minimization of GHG emissions, POPs releases and water pollutants as well as improved water-efficiency and sound management of chemicals.

The project promotes and supports the gradual transformation of industrial zones into eco-industrial parks. In parallel, it also raises enterprise awareness on making optimum use of natural resources and minimizing environmental pollution.

This publication presents the key results and achievements of  the project “Implementation of Eco – industrial park initiative for sustainable industrial zones in Vietnam” managed by UNIDO in the period from 2014 to 2019, which was funded by GEF and Swiss goverment.

 

 

 

 

 Eco-Industrial Parks Vietnam: Stakeholder analysis and development roadmap

Over 25 years of establishment and development, Industrial Parks (IPs) and Economic Zones (EZs) in Viet Nam have promoted their active role and contributed to socioeconomic growth and the process of industrialization and modernization of the country. The state management apparatus is gradually improving, with a view to meeting the demand of developing IPs and EZs towards the Eco-Industrial Parks (EIPs). If existing IPs are to be successfully transformed into EIPs, a detailed roadmap needs to be developed. The roadmap is proposed with medium periods that include 2019-2020, 2020- 2025 and post-2025. This proposed roadmap would support the development of a stable society, green economy and sustainable industrial development of Viet Nam.

 

Handbook on How to access green financing in Vietnam

This handbook was prepared to introduce the funds in Viet Nam that provide access to green investments in the country. This work was done in the framework of the project “Implementation of eco-industrial park initiative for sustainable industrial zones in Vietnam” managed by the Ministry of Planning and Investment (MPI) and the United Nations Industrial Development Organization (UNIDO). The project is supported by the Global Environment Fund (GEF) and the Swiss Government. The project aims to transform industrial parks (IP) into eco-industrial parks, including the IPs of Khanh Phu Industrial Park (Ninh Binh), Hoa Khanh Industrial Park (Da Nang) and Tra Noc Industrial Park 1 & 2 (Can Tho). The handbook  introduce the financial funds that invest in technological innovation to save energy and reduce companies’ ecological footprint. It also provides basic instructions on the conditions, purpose, benefits and access procedure of each fund. Please refer to the process and related forms.

 

Eco- Industrial Parks Vietnam: Prevention, preparedness and response to environmental accidents for communities, workers, and municipalities – Experiences and practices from other country

This report was prepared by the Center for Environment and Community Development (CECoD) within the framework of the UNIDO project “Implementation of Eco-industrial park initiative for sustainable industrial zones in Vietnam”, co-implemented by UNIDO and the Ministry of Planning and Investment of Viet Nam (MPI).  This report is part of Component 1 (Review and analyze international and domestic experience on environmental accidents) of the assignment, “Capacity building in communities to respond to environmental accidents or disasters from industrial zones”. The overall objective of this report is to provide a comprehensive review of international and national experiences on prevention, preparedness and response to environmental accidents to ensure that all stakeholders are able to respond in a timely and effective manner.

 

Eco- Industrial Parks Vietnam: Handbook on prevention, preparedness and response to environmental accidents from Industrial Zones

This handbook seeks to address the wide range of issues that need to be dealt with in order to ensure the safe and effective operation of IZs, i.e. the actions that should be taken by different stakeholders in order to achieve the following: (1)Minimize the likelihood that an accident will occur (prevention); (2) Mitigate the consequences of accidents through emergency planning and risk communication (preparedness); (3) Limit the adverse consequences to health, environment and property when environmental accidents occur (response); and (4) The handbook also includes necessary actions after environmental accidents (follow-up) in order to reduce future accidents.

 

 

Eco-Industrial Parks Vietnam: Awareness of environmental and natural disaster risks in selected Industrial Zones

This report reviews a series of investigations and surveys were conducted to assess the awareness of the communities and
stakeholders in selected industrial parks under the project. These selected industrial parks include Gian Khau,
Khanh Phu (Ninh Binh province), Hoa Khanh (Da Nang city) and Tra Noc (Can Tho city). The surveys undertaken
were about the risks of environmental incidents and natural disasters that have occurred and/or can happen
in these four selected industrial parks, as well as the importance of solutions to prevent and respond to those
environmental incidents and disasters.

 

 

Eco-Industrial Parks Vietnam: Vietnamese policy documents for supporting communities to monitor environmental impacts from Industrial Zones 

This report’s general objective is to provide a comprehensive review of international and national experiences on prevention, preparedness and response to environmental accidents to ensure that all stakeholders are able to respond in a timely and effective manner. The objective of this report is to review Vietnamese policy documents regarding the rights
and tasks of communities in preventing and responding to environmental accidents/ disasters, as well as environmental protection. This report will discuss: (1)Mechanisms for communities to participate in decision-making regarding environmental protection in industrial zones (IZ); (2) The role of communities to monitor environmental impacts and respond to accidents and disasters ; and (3) The role of communities in preventative activities to respond to accidents and disasters.

 

 

Eco-Industrial Parks Vietnam:Socio – Economic requirements  – A review of international and Vietnamese experiences

“In recent years, the transformation of traditional IPs to more environmentally friendly models has attracted the attention of governments and international organizations around the world. In this context, the concept of EIP was developed, aimed at building a community of partners to work together in better managing IPs, exchanging resources, preventing pollution and supporting communities.

This report introduces sets of socio-economic indicators for EIP evaluation developed both at the national and international level. The report also shares international experience, including from China and South Korea. It looks into Vietnam’s strategy and legal framework for the development of eco-industrial parks in Vietnam.”

 

Eco-Industrial Parks Vietnam: Status of communities living near the Industrial Zones of Ninh Binh, Da Nang and Can Tho

The report reviews the activities of the Eco-Industrial Park project in surveying and assessing the current status of communities surrounding the IZs on issues relating to the awareness and capacity of communities and stakeholders in preventing and responding to environmental acccidents and natural disasters (EA&ND). The report also identifies the proportion of the population at high risk of environmental and natural disasters in the four Industrial Zones ( Gian Khau, Khanh Phu, Hoa Khanh, Tra Noc 1&2) in Ninh Binh, Da Nang and Can Tho.

 

 

 

Proceeding  of the Second Expert Group Meeting :” Implementation of Eco-Industrial Park in Vietnam: Oppotunities, challenges and barries”

On 8 and 9 November 2018, the Vietnamese Ministry of Planning and Investments (MPI) and UNIDO co-organized the second expert group meeting (EGM 2): “Implementation of Eco- Industrial Parks in Vietnam: Opportunities, Challenges and Barriers” in the context of the UNIDO project “Implementation of Eco – Industrial Park initiative for sustainable industrial zones in Vietnam”, supported by the Government of Switzerland through the State Secretariat for Economic Affairs (SECO) and the Global Environmental Facility (GEF). More than 140 participants attended the EGM 2. EGM has been selected as a tool to periodically discuss the EIP development among selected stakeholders. The first EGM was successfully held in Hoi An on 29-30.
