Within the framework of the project “Implementation of Eco – industrial park initiative for sustainable industrial zones in Vietnam” , the Ministry of Planning  and Investment (MPI) coordinates with the Graduate Academy of Social Sciences (GASS) and the Center for Sustainable Urban Development under the Institute for Regional Sustainable Development (IRSD) (under the Vietnam Academy of Social Sciences) to organize a pilot training course ” Eco- Industrial Park – Theory and Practice”, which took place in two- day from April 10 until April 11,2018 in Ha Noi, Ninh Binh.The main objective of the training course is to introduce the theoretical framework of the Eco- Industrial Park, the development of the Industrial Park and the orientation to the Ecological Industrial Park in Vietnam.

Opening the training course, Mr. Bui Nguyen Khanh – Deputy Director of the Graduate Academy of Social Sciences (GASS) welcomed the attendance of the participants:: Mr. Tran Duy Dong,National Project Director, Director of Department for Economic Zones Management,; Ms. Tran Thanh Phuong, National Project Manager; Dr. Nguyen Dinh Chuc, Deputy Director of Institute of Regional Sustainable Development, ; Mr. Le Xuan Thinh, Vietnam Cleaner Production Centre (VNCPC) and 35 participants are Master students and PhD students of three faculties: Public Policy, Business Studies and Sustainable Development under the Vietnam Academy of Social Sciences. According to Mr. Bui Nguyen Khanh, after nearly 30 years of construction and development, the operation of Industrial Zones has contributed positively to the socio-economic development of the country, especially in the recent time. However, besides the economic benefits, industrial production, Industrial Zones have also caused bad impacts on the enviroment, affected the health of the people, caused economic losses due to the treatment environment problem which lead to many social implications. Therefore, the research and development of the model of Eco- Industrial Zones is an urgent issue. Mr.Khanh hoped that through this training course, trainees would gain knowledge about sustainable development, management and use of resources, energy saving, management model of Industrial Zones effectively, ensuring social aspects in the development of industrial zones.

Speaking at the training course, Mr.Tran Duy Dong said, Eco-Industrial Zones concept is a concept that is no longer new in industrialized countries in the world. However, there is currently no single accepted definition or single unified approach, nor is there any specific ecological industry standard. This makes it difficult to identify highly effective and flexible management solutions and is a constraint for identifying relevant indicators relevant to multi-sector industrial park systems. Therefore, in order to make the Eco-Industrial Zones concept known and applied in reality, through the implementation of the project “Implementation of Eco – industrial park initiative for sustainable industrial zones in Vietnam”, MPI has been making efforts to disseminate this concept at various levels. The introduction of teaching content on ecological industrial zones into the official curriculum will be appropriate way to knowledge about Eco- Industrial Zones are widely spread. This will help the students, trainees, with the knowledge of ecological industrial zones will be the key to the future sustainable development of the country.

After the presentation of the speakers, a group discussion on the theoretical issues related to the six contents presented above. Participants were divided into 3 groups to present aspects of management, infrastructure and services of eco-industrial zones; social responsibility, labor safety in eco- industrial zones; common resource efficiency and exchange of water resources and waste heat in eco-industrial zones

II.Practical: (took place on April 11, 2018 in Ninh Binh) – 3 contents

In the practical part of the program, The trainees were surveyed in Ninh Binh and had a meeting with leaders of Ninh Binh Industrial Zones Management Board to discuss the situation of developing industrial zones in the province and orientation for sustainable industrial development in the future; infrastructure survey – transportation connection and wastewater treatment issues in Khanh Phu Industrial Park. Over the course of the two-day training, with the field survey at Thanh Nam company , Trainees will effectively apply their knowledge into practice as well as professional work, this will contribute to Vietnam’s sustainable growth and development goals in the future.
